As I mentioned before and Kaimu has expanded upon, this means some parts of the game are only partially or badly translated. The story elements of the game are not really translated at all well. The names are recognisable, the skills, abilities, city options, etc. A few menus including the main menu is not translated, but if you mouse over these, you'll often see that right at the bottom of the screen is a little English descriptor as to what each button does.

This patch will not give you a perfectly translated experience. It will give you enough to play the game if you're willing to tinker around with it, but that's about it.
